PENCE works at the intersection of circular economy, policy, and citizen empowerment. The project develops participatory processes that allow communities and professionals to engage directly in circular transition strategies. Within Fab City, this reinforces the shift from top-down sustainability plans toward locally embedded, co-designed transformation pathways.
PENCE strengthens the civic layer of Fab City. It demonstrates that circular transition is not only technical but cultural and political. Through workshops, roundtables, and structured dialogues, the project enables citizens, creative practitioners, and policymakers to shape transition strategies together. For the Global Initiative, this builds legitimacy. Fab City has always argued that production systems must be locally anchored. PENCE shows how governance structures can evolve in parallel, creating space for collective decision-making and community ownership. The lessons from PENCE directly inform how Fab City localities approach policy engagement and stakeholder alignment.
The project delivers structured workshops, participatory frameworks, policy briefs, and documented case studies that remain accessible to the network. It generates concrete tools for municipalities and hubs seeking to design inclusive circular strategies rooted in citizen participation.
